I was expecting to be doing all of my processing thru the NVC but now I will get to do it through the consulate.

Can someone help me understand the process? I have an approved I-130 already. What should I do next.

In CR-1/IR-1 cases through USCIS, "Your profile indicates filing to CSC, NOT filing the I-130 directly to the consulate" Your case is not a DCF case.

The next thing that should happen is NVC will send US Citizen Spouse an IV BILL, and I-864 to return to NVC along with some requested items from foreign citizen.

Indeed it appears your case has already been forwarded to the Consulate - at this point, all you can do is wait for that interview.
DCF filings are done when you file the I'130 at the consulate.
Hang in there, interview should come soon.

When doing the DCF do you send all the documents together with the fees? To include the DS-230 and I-864?

Found the answer to my question:

All other applicants fall into numerically limited visa categories and will be scheduled for interviews when their priority date becomes current. Prior to the interview, the beneficiary will receive the Instruction Packet for Immigrant Visa Interviews (formerly Packet Three). This packet provides detailed instructions on what documents you must present at the time of the interview. Please follow all instructions carefully, as missing documents will delay issuance of the visa. Two forms in the Instructions Packet for Immigrant Visa Applicants must be returned to the Consulate prior to the interview. These are the OF-230 Parts I and II autobiographical questionnaire, the DS-2001 “Notification of Applicants Readiness”, copy of your passport’s page that contains your biographical information and one frontal picture, the Consulate will inform you of your interview date once these documents are received.

Never heard of the DS-2001 though.

when doing DCF you show up at the Consulate with your I-130 and accompanying documents to prove legal residence (in our case, we were both living in Canada) and all that jazz. Then the consulate revises, sends you packet 3, you send back the checklist, they schedule the interview. Sounds easier than it is now that I am typing! The fee for the I-130 is paid upfront, and then you pay for the visa the day of the interview
But in your case, most of that has been done with or by NVC (following from your signature timeline); so DCF is no longer an option for you.

Forget about the timeline, believe me I am doing DCF. There are numerous reasons that I cannot discuss here. The I-130 is at the consulate already and I am just waiting now for packet 3.
