My question is when should I send I-864 to NVC. The automated message says they have received my AOS fee bill and DS-3032. Should I call the NVC to check with an agent if I-864 has been generated before I send completed packet of I-864 or should I send it without even calling? Please let me know

I think you should call first and ask if AOS bill has been processed and I-864 generated, if so you are safe to send the packet.

My AOS fee was processed on 02/19. the 864 genrated on 02/25

first call check if you i864 is generate
if it does then send them your i864
