I did 2 K1 visas within 1 year. I think it is better to send the waiver with the I-129F as I did. It was approved without being sent a RFA. Being you already send the I-129F it is now best to wait. My I-129F was approved and my papers are now at the Philippine embassy waiting for an interview date.
A waiver is noting but a letter with a header of waiver request and and the reason the first one didn't work and the reason you feel the second one will. I also attached supporting documents showing this is the one (ie.. phone bills, western union money grams, emails).
