Our packet was sent to the wrong embassy and if the NVC center fails to catch it before they process it, we need to know what
form to submit to have it moved to the correct embassy....seems like I have seen something about this in the past in a forum, but I can
not remember where and what form.....

I've never heard of such a form, which is not to say one doesn't exist.

It would be best to just contact the consulate you should be interviewing at directly. Contact email addresses can be found in the Embassy Info tab at the top of this page.

When this has happened in the past, a simple email to the consulate seemed to fix the problem
