You can both submit one, or you can write one and then have both of you sign it.

It won't hurt if both of you will make one. Back when I was to have my interview, my then fiance and I both made that reaffirmation of intent to marry. They never asked for it though, but I'm not saying that you won't need one.

YES yes.gif though you wont be sending it to NVC, the letters are first included with the I-129F petition filed to USCIS, and later updated ones should be presented to the Counselor officer.

Hi!

Our lawyer asked from both of us. It wouldnt hurt if you will both make a letter of intent... its better to be sure than to be sorry.
