Packet 3 and 4 are from the embassy/consulate and are sent to the beneficiary.

Packet three is a list of documents you have to have ready before your interview and it also asks you to sign a form saying you have them ready. You send it back to the embassy and as soon as they receive it, they'll send you packet 4 which is the interview letter with date and time.

If you are getting an immigrant visa (not a K visa) based on a petition filed in the U.S., then NVC sends you Packet 3, the "Instruction Package." If NVC is also providing Appointment Processing (which is usually the case now), then NVC will also send you Packet 4, the "Appointment Package."

Once the NVC sends your case to Panama, the US Embassy will send out Packet 3. Packet 3 contains information about how to schedule medical and what your fiance needs to bring to the interview. Packet 4 is really a confirmation letter. It simply confirms your intervew date. Congratulations on receiving your NOA 2.
