My fiance got his NSO birth certificate. It's yellowish green. How come it's blury? Anyone's birth certificate blury? Is this okay?

yup its okay ... my husband BC from NSO was also blury .... when i asked them .. they said its becoz it was the old record ....
but mine is not blury coz i submitted a new one from the local registrar ...

The record that the NSO has is I think a scanned copy of his original BC. Mine wasn't that clear too.
