Have you sent in the I-129F for the K3 or only the I-130 for the CR1? Your timeline doesn't show the I-129F yet.

A few years ago I recall a few other couples changing countries and having their petitions forwarded to the new consulate no problem. But you'd have to do that for a CR1 not a K3. Once you get the approval notice for the I-130 and you get all the next paperwork, I believe you can have the NVC forward all your stuff to the new consulate, with a letter from you stating that your spouse has moved and has legal status in the new country.

You may of course want to check the website for the consulate in Holland to find out if they will do an interview for someone who is in the country as a student, and not technically a legal permanent resident. You may have to phone or email them to find out.

Indeed. One thing to note, is if you go with the K3 you must interview in the country you were MARRIED in, the country you reside in is irrelevant. Unless you were married in the US, in which case it would be the beneficiary's country.

For example, if a USC and a British person wed in Australia, then the British person will need to return to Australia to have the interview.
