Hello! Hope you can help me with this. I have a friend and she's a permanent resident here in United States, she wants to petition her son from the Philippines which is 22 yrs old now. My question is can she still petition her son?

She can petition....it may be quite a long time before a visa # is available and a visa is issued for her adult son though.

Current 2B priority dates indicate 10 years for the Philippines.

because of the category quotas, the wait becomes even longer for the Philippines if the parent naturalizes and files F1 (currently 14 years)
