For Costa Rican petitioners, the NVC site says that police reports are only available using a special letter or request that comes from the Embassy in San Jose. I should be receiving the DS230 for my wife anyday. Are the instructions for obtaining the police report included in the packet with the DS230? I have all the other documents ready, and we are just waiting on the police report. Thank You.

If you at all unsure it can't hurt to email the consulate for clarification: consularsanjose@state.gov or call NVC at 603-334-0700 then press 1 then 5 to speak with an operator.

Police certificates


Costa Rican police certificates may be obtained only through an official request. Instructions and the required letter of request are available from the Embassy’s Consular section. This document should be requested only when you have received notice from the National Visa Center that we have completed all processing, as police certificates are only valid for a specific amount of time (30 days). You will receive further instructions including your interview date and time and how to request the police certificate from your Embassy. link
