Also got the notice in the mail yesterday, indicating transfer to Vermont. It was postmarked Feb. 5 2008.
And I do not think any of us are approved. And yes, since we have a receipt date of March 23, 2007, we will have to wait as Vermont indicates March 1, 2007.
Also, I think "ihateemo" said she called the Hotline and the lady on the other line said she was approved. I think that is wishful thinking, because when I called the Hotline on Jan 18. 2008, the lady also said "approved" but it was in the same sentence as "CRI89 Approved Removal of Conditions". So I asked for clarfication of "approved" and it turns out that this is simply how the USCIS "classifies" pending petitions for our category. This is really cruel as it is misleading, but this is the wording they have chosen to assign our category.
I think we all need to be a little patient. The automatic 1 year notice of extension is good for travel, my wife has travelled to Canada and back to the US where they recoginized the letter after her green card was swiped as being expeired. The US Immigration Official just waved her on.
Where we need to take action is if we are within 1 month of the notice of extension being expired and have not heard anything.. then I think the USCIS INFOPASS appointment and I-551 stamp are essential.

QUOTE(Aussielad @ Feb 8 2008, 09:01 AM)

so James, when you mentioned the above, with no service requested thing, does that mean approved? or "interview"...?? wow this is getting confusing.
One more thing........
Do you count 6 months back from their priority date??? because i did mine in September, someone said you count back 6 months and thats where they really at. is that true???
because if so, ours should be adjudicated this month then.
No, the "no service request for you" was directed at Tweety, who had put in a service request months ago when the posted TSC processing date finally passed her March NOA1 date (you can't put in for a service request until your NOA1 date is earlier than the posted processing date). Now that she is at VSC, which has a posted processing date of March 1, 2007, she is back within the posted processing time and suddenly ineligible for service requests. (Not that they do any good.)
From what I've seen here on the main list, VSC has (or had) been consistently approving I-751s just about 6 months from the NOA1 date, despite the posted processing time. So if you filed at VSC in September, you probably could count on being approved in March. But I have no idea what affect this bulk transfer from TSC will have (and let's not forget the transfers from TSC of all new petitions being filed there, which has been going on since December.)
The problem with guessing where VSC is at right now is that the VSC filers on the master list who would have been approved or are up for approval -- ForYou and gwsmith01 -- haven't been around in ages.

We got ours yesterday, too, and it also says the same thing. The "approved" wording raised my eyebrows as well. Although you'd think if it were really approved, they would tell you that it's been approved and that card production has been ordered (through VSC?).
I do note that according to the notice's lengthy paragraph about processing times, you and I and the rest of the later Losers who have been on the far side of the creeping April processing date that TSC has been posting for months are now even further away from the processing date because VSC's posted date is March 1, 2007!
(Tweety, that means you are back within the processing time! No service request for you!)
I hear you James, I try not to get too excited seeing the word approved, it seems like a cruel joke in the light of the processing time paragraph. I have already resigned myself that I will be one of the last Losers to be approved!
There are a good month of transferred Losers after you, Cassie, so you definitely won't be alone. Although it is curious why they didn't transfer everyone up through the end of June. I'm basing that assumption on the fact muergana wasn't transferred, and that Reinhard/Mr. Big Dog has not stopped in. He is around over in Off Topic, but I suspect he would show up here if he had been transferred, if only to say, "WHEW! Glad I'm out of Texas!"

Hi all,
Just got the I797C, Notice of action in the mail. It has the same TSC case number I had before and it was sent from Texas Service Center.
Notice Type: Transfer Notice, the notice date is February 01, 2008 and receipt date March 09, 2007.
What's weird is that in the upper right corner under case type it reads:
" CRI89 Approved Removal of Conditions (I89)"
(I wonder if it means that all transfers will only get card processing done, i.e. we are already approved?!?)
The notice itself says:
" This is to advise you that in order to speed up processing we have transferred the above case to the following USCIS office for processing: Vermont Service center....."
I don't really know what to make of it. So will just sit back and wait what happens next (hopefully soon).
We got this same letter today, too.

" CRI89 Approved Removal of Conditions (I89)"
The notice says:
Preliminary processing of the above application or petition has been completed, and it has been transferred to INS office at: VSC address,..
That office will notify you when they schedule an interview on the application or petition. Any further inquiries should be made to that offfice.

So approved and interview? What you guys think?
I have read in this thread and others that some of the Transfer Notices include language regarding an interview and some do not. I've also read that most of the I-751 applications are approved by USCIS without an interview. IMHO the I-751 applications transferred from TSC to VSC on January 31, 2008 have already been reviewed and approved, and have been transferred for processing, with the exception of the ones that include the language regarding the interview. Again that is just my opinion.

Just venting some frustration: there are posts of peole who sent their packags to tSC in late november, had biometrics done last week and are approved now. Not only have we waitd between 5 and 10 months longer but now, 10 days after being transferred we have yet to be surprised by na approval while California can apparently get the job done in 3 days after biometrics. Soon, they will approve someone with an NOA1 date one year after us... if we don't see some major action this week, I think we might be in for a long wait and stamped passports...

I think any "preliminary processing" was merely the receipt of biometrics info for the case. If an adjudicator in TSC had a file on his or her desk, he or she would have gone on and finished adjudicating it, not packed it up and sent it to VSC. Thus, the cases sent to VSC are no "further along" then a non-transferred VSC case for which biometrics was just done a week ago. The only difference is that the transferred cases are (presumably) at the head of the queue.
Also, note the last official processing time posted for VSC -- it was March 1. That more or less corresponds with the oldest TSC cases (most of the February NOA1s were either approved or got RFEs). VSC actual processing time was much shorter, by a good 4 or even 5 months. So by taking on all of these older cases, the posted VSC processing time is now accurate.
Anyway, that's my theory and I'm sticking with it. At least until after lunch.

As this is election season, let me start making some pedictions on what we should start seeing:
Look for the VSC (along with TSC, NSC, CSC) to post their Feb. 15 2008 processing dates by Friday Feb. 22, 2008. I do not think we will see it any earlier, based on their past history of posting "stale" notices.
Look for the VSC I-751 dates to move to March 15, 2007 (from March 1, 2007). Yup, just a 15 day movement even though 30 days have passed since their last posting. why? Because of all the TSC cases transferred. And that does not mean they have seen TSC cases prior to March 15, 2007.
Also, you guys seem to be really optimistic about the US Postal Service mail. Presumably USCIS moves mail in "bulk", so the transfer of our cases probably only resulted in them being received in Vermont this week. Looking at when the notice was sent indicating transfer, it was postmarked Feb. 5 2008 for us --- but mailed from a Texas Zip code!! Assuming our actaul paper files left Texas last week, they only are just getting into Vermont. Also, factor in the winter delays. Anyone realise how bad air travel has been the last few days with record snow falls in the NE and endless airline delays/cancellations??
Anyone pay attention to Bush's budget?? No additonal funds designated for the USCIS. Bush adminstration stated that the USCIS will have to make do with $468 million it received in our application fees, even with the fee hike. So do not expect additional personnell other than those already on the job to be working on our cases.
Vermont will move, but slowly.
These are all my predictions of course, but lets be realistic, we are talking about the USCIS here!! If I'm wrong (meaning they beat my projected dates) we can only be happier.

Feb 11 2008, 04:17 PM
I am not sure about the shipping. We were all touched the Monday after the transfer which was seen as a "receipt" date. Of course, it could have been the pushout in which case we should be touched again as soon as we are taken in in Vermont... my fears are to be put on another big shelf in Vermont for months...

And yeah, I think that the CSR got confused by the "approved" (probably new on the job). When I called again a few days later the woman told me the same thing (that it was how internal applications were classified or something).

Hello all... I would like to learn how to interpret the processing dates. My case was received by TSC on June 18, 2007, and like many of you, transferred to Vermont on 1/31/08. I am having a hard time understanding how they could possibly process the cases any faster than TSC if the dates went back a few months.

C'mon, don't pull any punches -- it's fact. TSC was processing February 2007 petitions when they shipped them out, not April 2007. And VSC is (or was) processing August 2007 petitions, not March 2007. Now VSC presumably really is processing March 2007 petitions -- from TSC.

I wish I knew how to "decode" these messages... wondering if they meant that the case was approved, and Vermont will speed up processing by ordering the card. My envelope was postmarked 2/5/2008. - vivira.
A lot of us received letters with the exact same wording. We're all waiting to see what it means.
I'm probably repeating myself, but I think if TSC adjudicators had actually had "approved" all of our petitions, they would have just ordered card production, not shipped all of the petitions off to VSC. More likely, they just took all petitions that had not yet hit an adjudicators desk -- roughly, those with NOA1s of late February and later -- and shipped 'em off. Although I still don't understand why some late June NOA1s are apparently still there (e.g., muergana, and also apparently Reinhard/Mr. Big Dog, who still hasn't checked in here).

Huh! I didn't get one of those, or at least not yet. Maybe they're going through the pile in order of NOA1s. Anyway, this must be the "received at VSC" touch -- the one on Feb. 4 being the janitor taking the files out of his closet in the TSC basement men's room to load them up on a 35 mph mail truck for the 8-day drive up to VSC.
I know it's stock language, but I hope the "we" in "We process cases in the order we receive them" is USCIS and not VSC.

...hmmm... I wonder if they will process the applications first whose extension letter is on about to expire. Mine is still good till May... Junglee's expires in March... so they will have to get active now to make the mark..... and big surprise... his case just got touched.
Anyone know whose extension will expire first? Is Junglee the first of the few of us?

I don't know if they would necessarily sort the petitions by the date the one year extension is to expire. That would require a bit more effort than sorting them by NOA1 date (i.e., they would have to check the green card expiration date). But who knows . . . .

maybe they are trying to get everyone done before the extension is valid for - i think someone just already said that...ok back to work.

Congratulations to those that have received your 10-year green cards - I don't think you will read this post but if you are a wiki junkie, congratulations nevertheless!
Good luck to all those in the "new" queue ie: Texas to Vermont, my wife included.
And it looks like my predictions are beginning to come true:
1. I predicted that ihateemo was mistaken about the "approved" thing. Looks like I was right, ihateemo admits the lady on the phone was mistaken - she was just reading how the USCIS classifies pending cases, which are the same for all of us- Sorry ihateemo, but just remain hopeful- also I note that you are a male -sorry

2. I made predictions about our applications just getting into Vermont this week. Looks like from junglee's post this *is* the case, as they have announced processing of his case at the USCIS office. The e-mail we got on Jan. 31 was just that they were moving the cases to Vermont, submitted by the Texas office. Remember US Post office Bulk mail moves at snail's pace. Hopefully they didn't lose any - there were no "air accidents" over the last week, and no reports of overturned US Postal Service trucks. But Congratulations none the less on this update!
My next prediction:
Look for a Feb 22 posting documenting wait times as of Feb 15, 2008 for Vermont. Note that the wait time for I-751 will read March 15, 2007, up 15 days from the current posting eve though 1 month would have elapsed. I hope I am wrong, but I am 2 for 2 so far

If I was, I wouldn't be on this message board - my wife's case would have long been approved. I have just gotten so used to the "due process" that the US constitution affords us. Its a process, but far, far too long. When we filed back in March 2007 I was an "optimist" and believed everything would be over in 6 months or less. With my predictions I have made in the last few days I have become a "realist". If this bullshit goes on beyond 1 year, I will become a "pessimist" like James and the rest...

I am not an expert but rather one of you guys in line but as i understood from these two messages, i think this is notification o confirm that VSC physically received all the paper work for your application, and now its all their property. But who knows what they are doing??

I also got same email notification, last Updated 02/13/2008. They changed message instead of saying: transferred to VSC " to Case is now pending at the office to which it was transferred."

I just got the same email a couple of minutes ago. Looks like it's just telling us we've all landed safely in Saint Albans. Just 20 or so miles south of the Canadian border, and just east of Lake Champlain. Those puppies have some miles on 'em . . . .

I hope so too. The part that gets me is that it is "pending standard processing". I really would have wished they said something like "pending expedited processing". I mean, for heavens sake, our applications "sat" at the TSC for 8-12 months, and they are now placing us at the VSC and all they can say is "standard processing???"
