I am trying to get everything prepared as I know police certs apparently can take some time, especially in Ireland from what I understand. So here are my questions:

1) As my fiance has only returned to Ireland 3 months ago and previously lived in England for 5 years, how does one go about requesting the cert from outside the country? I know if you are in the UK to go to a local station - but we do not have that luxury. Can we just call up and request the forms?

2) How do we go about getting them in Ireland? Should he go to the local station and request it? Is there any special requirements needed?

Google "Subject Access Form". I think you can mail it.

I think he goes to the local Garda but we weren't sure if they would accept the request without something from the package 3 showing he needed it. I think I will poke him and tell him to at least try. Worse thing they could do is say no.

Why would they care why he needs it? I think they are used to handling these requests. It'll be fine.

I honestly don't know. Just something my fiance said to me about it. I am just going to poke him to try anyway. I think it is more he isn't sure what to do cause we have never done anything like this before.

I found my irishman (from the North and old enough to remember a more prevalent police force) to be 'anxious' about what might be on his certificate. Maybe it's cultural?

Yep. just go to the local Garda. They will have a form which they send on to the central one in Dublin.

It actually only took just over a week for the RoI certificate to arrive, as opposed to a full 40 days for the UK one!

Ugh. I hope it won't take 40 days. I will cross my fingers on it. I didn't expect things to go fast now and well caught unprepared I guess. I will have him mail the form off tomorrow ASAP kinda thing.

A question for the forum, does anyone know how to obtain a police certificate for Spain (Canary Island)? Your help is much appreciated!

BTW I stumbled upon this immigration site, although it is for Canada, which actually has info on how to obtain police ceritificates from the different countries and this is what you need to do for Spain.
Not sure it is 100% reliable, but I am sure with further research you can easily verify the info.

ETA: Your fiance is from Milan where there is consulates for pretty much every country, he can always contact the Spanish one and see what they say. According the link I provided above, he can actually find the request form for the Spanish police certificate right at the Spanish consulate since he is a non-Spanish resident anymore.

Thank you so much! This will certainly help us when the time comes. It seems as though the biggest delay would be obtaining the police report. BTW, how long did it take you to complete the K-1 Visa process?
