I just read the whole thing.

Simply put, I think they're an organization who is trying to do their best with what's given to them.

I agree.
If I wanted to be mad at someone (which I don't, I'm angry enough at the US gov't as it is), it would be Congress and the Federal Government for not giving them the resources they need to do what they have to do. I can't be mad at USCIS specifically, it's too non-productive.
