Does any one know if in Georgia they can issue SSN for my wife without EAD? Or there is no way around this idiotic rule (to get EAD prior getting SSN for K3 visa holders, in contrast to K1 visa holder)? Thanks.

A K3 visa holder is not eligible to have an SSN. You have to hold an EAD or the green card in order to get the SSN.
