A tourist visa was issued because your son lied about his plans for the US. This is where immigration fraud has started. Not a good way to start the process. One of the reasons everything takes sooo long for everone else who follows the rules, is when people go around them and hop over to the US on tourist visa's and think they can stay and set up a new life and work.
Tourist visa is max 6 months and depart. Isn't that what your son promised the Consul?
Right. It's illegal to obtain a tourist visa unless you have the intent to leave the US at the end of the stay. It's also illegal to lie about your intend when the consular officers ask about it (and they always ask about the purpose of your trip and whether or not you intend to stay permanently before they issue a tourist visa).
After you get a tourist visa, it's illegal to enter using it if you don't intend to leave the US at the conclusion of your authorized stay. And again, the officer will ask about the purpose of the trip and intended duration at the port of entry, and lying to the officer is illegal.
If your son lies or misrepresents a material fact to an officer, either at the consulate or at the port of entry, he's subject to a permanent lifetime ban.
