What is the "Immigrant data summary" paper attached to the brown envelope ?
and what is its role ?
Do they take it at POE ?

I've never heard of that.

My guess is that it's just a summary sheet or checklist that the Syrian embassy uses for their bureaucratic recordkeeping, and they gave you a copy too.

Probably correct but if it is "attached" then leave it attached and let the CBP officer at the POE decide what to do with it.

Bruce had something like that attached to his MBE -- it had a summary of his date/place of birth, citizenship, type of visa applied for, occupation, etc plus a reproduction of the photo on his visa. No idea what happened to it at POE as obviously I couldn't go through to secondary with him, but I think it's what it says on the tin: a summary. Possibly it's another way for them to check that the info inside matches what's outside? But yeah, don't remove it yourself.
