If I get a Permanent resident visa in the Philippines can I keep my USA citizenship?

Yes - residency and citizenship are usually two different things.

That all depends on if the USA recognizes dual citizenship, or if you take the oath in phil. then maybe the USA won't recognize you as a US citizen anymore. I'm sure somewhere on the USCIS website there should be countries that they will allow to be recognized dual citizens.

The US won't recognize you as a Phillipine citizen, just a US citizen - usually the same holds true of the other country, they'll recognize you as a citizen of their country so you don't go running to the embassy of the other country if you get in trouble, etc. (This is how it was explained to me anyway.)

The only "real" way to lose citizenship usually is to actually go to the embassy and take a oath renouncing citizenship.

You do however have to file US tax returns if you remain a citizen but dont reside in the US. Though you dont have to actually pay taxes until you earn over ~$85,000. There are some treaties with the US and other countries reguarding double taxation.

It's on a case by case basis but I believe the US will only reconize dual citizenship for certain country.

In this example:
My US Passport shows I was born in Cambodia (which I am). When I went to visit Cambodia for the very first time I was given a Permanent multi-entry visa. The Cambodian government sees me as a dual citizen. I can apply for the rights and benifits as any Cambodian citizen. I could even get married and register at a local communte. However, the US Embassy will NOT reconize that as a valid "official" wedding as the US Embassy have their own rules.

It just means I have all the rights of a Cambodian citizen but I am treated as a regular US citizen in the eyes of the Embassy. I must still follow the rules of the US Embassy. Your situation may be similar.
