what the beneficiary did 11 years ago doesn't matter

 

what matters is the petitioner's  income, if the petitioner and sponsor doesn't have enough income, then he or she will need assets to compliment or find a co sponsor. the petitioner must file an affidavit of support regardless

You must show you can support the intending immigrant. How will the immigrant survive until they reach the age to claim social security? Eleven years of credits will not result in much of a monthly social security income unless they had an unusually high income during those 11 years since social security is based on the average income of the highest 35 earning years.

The primary sponsor's obligation under the affidavit of support contract ENDS once the immigrant has 40 quarters of income in the Social Security System.  If already qualified, the I-864W is used INSTEAD of the I-864 or I-864EZ.  See the I-864W instructions here.  https://www.uscis.gov/i-864w
