I have yet to come across a situation where somebody didn't know why there case was returned.

Yes they ask me to summit more chat history and letters between me and my wife and emails between me and my wife and I did send them and after that they call me one month later to send them untranslated marriage certificate scan copy via email and I send them that too but still they put me administrative processing for 9 months and after 9 months they returned to uscis I provide them every information but I want to know the reason why they refused my visa

Seems to take 6 months to a year before you will hear anything.
