No Biometrics Letter--Over 4 months

Timeline

Hi, we filed our I-751 on July 22, 2017 (California Service Center) and received our NOA1 receipt letter dated August 2, 2017.  We have not received any biometrics appointment letter.  I noticed that other people have been getting their biometrics appointment letter only 1-2 weeks after their first receipt.

 

On October 10, I called the USCIS NCSC number, and they said that they would put in a service request (I got a service request number), and was informed that we should get the biometrics appointment letter within 2 weeks.  Still, nothing.  I called back on November 13, 2017, and the NCSC person told me to send an email to the California Service Center, which I did that day.  The next day, we received an email back, wherein they claimed that there's an application backlog and that we need to just wait longer.

 

Looking at I-751 timelines, it appears that people are STILL getting their biometrics appointment letters within 1-2 weeks after the NOA1.  Is anyone else experiencing this delay for receiving their biometrics appointment letter?  For us, it's been over 4 months, and STILL no biometrics appointment letter.
