I had someone who field a petition on my behalf with the uscis and it was denied by them now I am applying for an other kind of visa there is a question saying have you been visa refused how to answer this question yes or no if I answer no can this cause me problem when they check my record or it gonna be OK because it's a petition not a visa thank you

 The question is quite literal,  They are referring to being denied the visa at an interview.  Your petition was denied , which means you didn't have the right to apply for a visa.

You have to answer with the truth or it is going to be worst if they find out you are lying.

Yes, but the question is: what is the truth? (not in a philosophical sense, although... that too!) A petition (made by someone else - like an I-130) was denied, so OP never had a chance to be approved or denied for a visa (like the CR1, a visa you might get after the I-130 was approved, you did a whole bunch of other stuff including an interview). It didn't get that far. So I'm inclined to agree with what @NigeriaorBust said; the correct (and truthful) answer is:

 

No, I have never been denied a visa. 

 

If you really want to cover your butt on this, @robertino, you usually have the option of adding further information at the end of a USCIS filing. Refer back to that question (to which you answered "no") and then write in that a petition on your behalf was denied before it got as far as being a visa application.

 

If, on the other hand, it really was a visa application and not the "first step" petition (like an I-130), and you were, in fact, denied a visa, then the correct (honest, truthful, legal) answer is of course; yes.
