Prepping for the Visa Application - military svc?

When the Packet 3 asks for military service, I read that (I'm the petitioner) read that as meaning IF you were in the military.  My fiance in Thailand feels he needs to show why he was not in the military and is reading way too much into it, in my opinion!  I read on the French US Embassy packet as well as the one for people with fiance in the Phillippines, how it mean IF and only if you were IN the military.  Thanks in advance.

Yes you are correct. He only needs to show the information if he was in the military at all. Not if he was not in the military.

I think your fiance is correct since the expectation is that Thai males serve or receive exemption. We had to include documentation that Noom was excused from military service. It is my understanding that in 2017 the expectation is more stringently enforced.

He doesn't have t indicate more than ' none'. Its true that most Thais serve but its done by a sort of draft system where black & red pieces of paper are drawn by the person. Black they are in; red they are not. That's done at 21 years old.

Noom has an official document stating that he was exempt from military service. It states that he went for the draft lottery at 21 yo as required and that he wasn't selected. He considers that a very important document, and he had it translated and then submitted it with packet 3 materials (as proof of military service/compliance). Don't others who get "red" get some sort of documentation to prove they did what they were supposed to? If Noom got one I assume everyone else gets one to. Part of the interview process is to determine that Thais have lived as law abiding citizens...

As far as I know there is no requirement to submit such info. Nothing wrong with doing it but it serves no purpose. The question is generic.

I'm not sure what "question is generic" means in this instance. Packet 3 instructions state all documents related to military service. Seems like a waiver or exemption clearly falls into that category. I wonder why OP and finance are worried about it?

It doesn't use the word "all" to my recollection. One can see how this can be read in different ways just by the varying opinions in this forum.  Maybe by the end of this process we'll know the definitive answer. Many thanks to everyone's input.

Yes, the word "all" is there. I just verified the wording in the K3 Packet instructions. We went through the process successfully last year. Does he have paperwork?

It means that many of questions on the forms used for immigration are generic. Things tend to change some so the need for this may have changed but I never heard of anyone coming from Thailand that had a problem with this subject of military service. If someone didn't serve & was supposed to they would have a problem with the Thai govt & they would know it. I know people there that tried to not serve & they found out they would serve or be jailed.

To be clear I mean to say that some are because as you know some are directly related to Thailand. Actually a C O in Thailand told my husband that when people submit irrelevant docs they are trashed. Later if people see their complete file they will understand why.

As it turns out the military service records (completion of service or exemption) are required for Thai males to receive their police clearance. So submitting same with packet 3 makes sense.
