Assuming that you are living in Costa Rica from your profile, I recall reading that the U.S. Embassy in San José had a passport photo service located right in the Embassy at one point. Alternatively, in many places you will find that wherever there is an embassy, there are photography shops that offer international passport photo services since they know people will be in similar situations to yours and need them done. If you went that route I would Google some photo shops around the U.S. Embassy and call them ahead of time to ensure you don't make a trip for nothing. Aside from going to the Embassy, if it's far from where you live and a trip isn't feasible, some professional photographers/portrait studios have the software that allows them to take the photo and print it to whatever international specification is needed (in your case, the American/2x2). This is usually a more expensive option than when you get them done commercially at a chain like Walmart or CVS, but if it's your only option, it's better than nothing.

What are the photos for? If it's for the initial petition, don't worry about it. These are just mug shots that are attached to your file, just like your employer may have a photo of you on file. This is not the photo that goes on your visa. It serves no official purpose. We did IR-1 but when we sent the initial petition and the passport-sized photos we just took them ourselves, used the US passport website photo sizer and printed them on regular photo paper.

If it's for the embassy appointment for the actual visa, there should be a photo machine inside the embassy or a store close by that can do the photos for you.

Any photographer should be able to cut the photos in 2×2". The photo is still the same, you just ask them not to cut too much off on the sides/top/bottom.
