Tourist Visa for minor brother

I have a 12 year old brother in the Philippines and I want to get him a tourist visa, if possible. I am currently in process of petitioning my mom - case is now in the NVC. We originally plan on getting him petitioned once my mom gets here. I am just not sure of the wait... If he applies for a tourist visa, will the ongoing petition be affected or will it affect the tourist visa application? He is currently enrolled at school and my dad will still be in the Philippines with him - does this count as strong ties? I just don't want him to feel that he's being left behind and it would mean so much if he can visit us  here anytime he wants while his I-130 petition is being processed... Any advice?

while his 130 is being processed i dont think he can get a tourist visa because the intents would conflict?

 

tourist visa = intent to go back.

130 = intent to settle.

2006 - Entered US on F-1
2009 - COS to H-1
2011 - Married USC

Conditional GC Process:
04/2012 - Concurrent I-130 petition / I-485 AOS / I-765 EAD / I-131 AP sent
35 days to biometrics, 73 days to EAD/AP combo card, 85 days to interview, 96 days to Conditional Green Card

04/2014 - Eligible for ROC

06/2014 - I-751 package filing joint with spouse sent

5 days to extension,37 days to biometrics, 172 days to CSC transfer, 247 days to Green Card

04/2015 - Eligible for Citizenship

09/2015 - N-400 package filing on basis of USC spouse sent

29 days to biometrics, 105 days to interview, 147 days to oath and US citizenship

~ 9 years and 6 months from first entry to US citizenship

@aayitrun, sorry for the confusion. It's my mom's petition that is currently being processed... By the time my mom gets here, maybe early next year, that's only when we can petition him over. Right now, I was just thinking of getting him a tourist visa

Why do you think they will not give him a visa? Is it because of the current I-130 being processed for my mom?

Correct.

 

I would save that 160 dollars. chances are slim to none.

Sucks... I guess we'll just wait. Hopefully his petition gets processed quickly.

Not only that but it is extremely hard to get a tourist visa in the Philippines unless you have very good evidence.
