Sending Packet 3 checklist to consulate before having all the documents in

Timeline

So, CEAC says "Ready," and my fiancee has filled out her DS-160 and gathered most of the documents listed on the Packet 3 checklist for Montreal. The only things she has left to receive are the "long form" birth certificate (which she will receive in a week), and her Police Certificate, which for some reason won't be ready until July 12 (apparently her RCMP detachment is slow).

 

The Packet 3 checklist says not to submit it until she actually has all the required documents in hand, but I don't think it really matters because for the K-1 visa you get to select your own interview date, and she'll have the documents well before then. My fiancee is really scared that she will mess things up if she sends Packet 3 back now because she doesn't have all the documents in hand yet. I don't want her to wait until July 12 because that will only push back the interview date farther than it already is going to be.

 

So... Canada people... is this a problem, or can my fiancee safely send Packet 3 back now, and wait for her Police Certificate and Birth Certificate later?

Once she emails the packet 3 requested items, she will receive a return email with packet 4 instructions.  We waited only 12 hours for our packet 4 return email.

In packet 4, your fiance will be given instructions on how to schedule your interview and medical exam.  We were able to schedule our interview as soon as 3 weeks, and as far away as 6 weeks.

Hopefully this gives you a time-frame on submitting packet 3 and when your fiance will have her long form birth certificate and police certificate in-hand.

I'm not sure which city in Canada your fiance is from.  My fiance was able to get her police certificate same day, after about a 20 min wait.  She is from Vancouver BC and received her police certificate from the RMCP in Coquitlam.

Yeah, the issue is that she doesn't have two of the items in hand yet. But they don't need to look at those items now. She just needs to bring them to the interview. By the time the interview gets scheduled for, she will have had the documents for a while. So I don't really think it matters whether she actually has the documents now or not. I think she should submit Packet 3 now instead of waiting so that her interview isn't delayed any more than it already is going to be.

 

The issue is whether or not submitting Packet 3 without having all the documents would cause problems. Obviously she would select an interview date that will be after the documents have arrived to her.

 

She is from a town in Northern Alberta, about 10 hours north of Calgary (by car). She says that this RCMP detachment has always been slow with running police reports like that (she used to work in a homeless shelter and they dealt with the RCMP frequently).

With the time-frames you presented for your fiance to have her birth certificate and police certificate, I would personally be comfortable submitting packet 3 now.

I agree that it would be okay to submit now.... I plan on submitting packet 3 when my status switches to ready, even though I don't technically have his updated letter of intent to marry (since we need to wait to know when our interview is to ensure its dated within 30 days of it).  As long as you know you will have it in time, I think that's the important part.

You dont need all those items before sending packet 3.  You need all those items before interview.  Send the packet asap.

We were in a similar position because it took awhile to receive my fiancé's military records.  We went back and forth about whether we should submit Packet 3 without them.  He finally called an office in Ottawa, who told him that there were over 30 people ahead of him whose records still needed to be processed.  He explained that it was urgent because we were going in for our visa interview, and they promised he would have the records within a week.  Once we heard that, we were comfortable submitting Packet 3.  We got the records in time and had no trouble at our interview.
