Hello. 

 

TSA Pre® program membership is open to U.S. citizens and lawful permanent residents. My question is: what's a lawful permanent resident? Does someone with EAD/AP qualify? Or must we wait for a green card? and would that be temporary green card or permanent green card?

Agreed with above. lawful permanent resident is someone with approval.

 

Right now if AOS is pending, then technically not a legal permanent resident yet.

 

But suppose you can try.

You need a green card (2 year or 10 year) to be eligible.

You will have LPR status when your AOS is approved, but not before... but whether  you would need to physically have the card in hand in order to apply is unknown until you try.
