Timeline

Hello, My wife entered US on 4/23/2014, is she eligible to apply for citizenship or do we have to wait till 4/23/17?

Depends on how long you were married before she came to the US.  Did she come on a CR-1 or an IR-1?

Add three years and take away 90 days from the "Resident Since" date on her green card. That is the earliest date on which you can file her N-400, assuming you're still married and living together.

Day 385 (1/23/19) Denied

Day 400 (2/7/19) Denial revoked; N-400 approved; oath ceremony set for 2/14/19

Day 407 (2/14/19) Oath ceremony in Dallas, TX

She came with CR-1 visa.

Her "Resident Since" date is April 23rd 2014 So I guess today will be the day if  i take away 90 days from it.

It's 90 DAYS...Not three months.  Count the days.  If you file early the entire package gets returned to you. Good luck
