Waiting for Oath letter for over 1 year

Timeline

Hi, I have successfully passed by N-400 interview in November 2015 at the New York City office but still have not received an invitation to the Oath ceremony. I have called USCIS and spoke to a level 2 officer but all they are saying is your case is still under review, call again in 3 months. How unusual is this? Does this mean I still haven't cleared the FBI review? Is there anything further I can do to get more information?

Something doesn't sound right. My wife did hers in Queens office and had the oath a few days later.

I would do a walk-in infopass to find out what is happening.

Timeline

Very unusual but oath ceremonies are scheduled by the local offices. Instead of the customer service, it would be best to make an Infopass appointment at the NYC office and specifically ask to speak with the officer who interviewed you. He/she probably forgot updating your case on the system and your case is still sitting somewhere in his/her office.

Thank you, Eric and charmander! I went ahead and made the INFOPASS appointment now, but at which point can you ask to talk to the specific officer? The system just gives you the timeslots...

Yeah you'll never know who you will talk to at the infopass. Just make an appointment at a time that works for you and when you see the infopass officer just ask the person if he/she could go and check with the officer who interviewed you or ask the officer come see you. I'm sure they will also find 1 year wait a very strange and immediately think the officer has forgotten to update your case in the system. After all USCIS has 120 days to issue a decision, anything longer than 120 days is not usual.
