Filling an I 130 form through a Consular process

Timeline

Hi.

My father filled the form i 130 years ago while he was living in MIami, Fl, and it is suppossed to complete the process throught the consulate office in Ecuador; actually says is in the NVC. My question is, AS I have a visitor Visa I can go to US and complete the process to get the permanent residence since my cut-off date is upcoming but now my father lives in NYC and I know is a different immigration office than the one in Miami, what steps should I take? change of address? is it possible to do that? as long as the cut off date updates to mine can I file the form i 485 while in the US?
