Embassy consulates that doesn't process immigrant visas

Timeline

Hi iam Isaac ihave F1 visa pending at nvc center ilive in UGANDA for the last 5yrs i received an Email from NVC centre to notify me that the chosen embassy doesn't process immigrant visas and all immigrant application goes to neighbour Country Nairobi embassy ihave wtritten back for them to change my Mailing address to were i live UGANDA that is may question is? may foreign chargibilty is Somalia and The US embassy doesn't recognize any traveling documents from that country since no stable goverment there instead they require refugee papers, since my Mailing address are UGANDA and will be attending interview in Nairobi Kenya Consulate will i be required to provide both country document or one?
