POE stop in the USA before the finale destination, is it a problem?

Hi everyone! I will come with a K1 visa and I'm looking for some plane ticket with my cat, and I found something but it would be

Paris - Washington DC and Washington DC - Portland

So I'm wondering, will it be a problem? Will they check the close enveloppe at the first airport? But I will need it at my finale destination! So I'm kind of lost!

I don't know if my question is clear lol!

Your POE will be in DC and therefore you won't need it for Portland. You always go through immigration in the first city you land in.

I just flew back from California and one of the passengers had a cat in a carrier he placed under the seat in front of him. It was treated as a carry on item.

POE is the first place you arrive in the US(or in some cases before you arrive at preclearance locations), and that is where you turn in your sealed envelope. Once in the US, then you will be flying/traveling anywhere else in the US domestically.

POE will always be the first US 'port' you land in for immigration.. yours would be Washington DC's IAD airport where you have to present your passport and sealed envelope to the CBP officer to clear immigration. Only then you're officially in the US.

Depending on how you checked in at back Paris CDG, you either go to baggage claim and check-in to Portland, or to your next airline as a domestic passenger. Give at least 3 hours for immigration and flight transfer at Washington Dulles.
