Visa says issued but not yet received, what now? (split)

Timeline

Mine is says issued after a week of ap and it has been 8 days that I didn't get any email or call for pick up my visa I tried to call or email consulate section here in Kabul but no reply don't know I should go by myself for pick up or wait

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

I believe you need to wait for the Kabul embassy to email you to come pick up the passport and visa. They typically do not allow anyone inside without prior approval, such as an appointment. From what I have seen, the email will be sent on Thursday (US time) and the beneficiary will be instructed to pick up the visa on the following Sunday (Kabul time). Sometimes the pick up email is sent late in the Afg day.
