For the i-129f the letter of intent to marry can be printed out, signed, scanned and then emailed. No wet signatures needed.

For the i-129f packet we put this address on the letter of intent:

United States Department of Homeland Security
U.S. Citizenship and Immigration Services
P.O. Box 660151
Dallas, TX 75266

If you bring another letter of intent to the interview later on then put the address of the embassy there instead.

Another note: your embassy might request originals (ie WET signatures), but for the i-129f it's not needed.

If you're really going for the K-1 visa (this is a bit unclear as your profile says F-2 and you don't have a timeline yet?) then the US citizen sends the i-129f package to the Dallas lockbox. All i-129f are sent there.

Meaning that you use the address I provided above.
