Mom i-130 RFE - Late birth registration. please help

So my worse nightmare arrived today, an RFE on my i-130 for my mom. It says late birth registration.
they need something that proves beneficiary is my mom. Hmmmm
I don't have a lot of stuffs to prove so I'm going to use affidavits from my cousin and 2 of my mom's friends. and a copy of my hospital birth records.

The RFE letter states to provide a letter explaining why u can't get other evidence and that u r resorting to affidavits.
So my question is.

1) Is there anybody here that had to do this and do u have any sample letter I can look at?

2) and can I have them scan affidavits to me to print out here or do I have to provide the original?

any affidavit sample?

3) in the letter was an envelope to send all RFE requested documents back in, but it is too small I don't think what I'm getting will fit in there. So am I allowed to use a different envelope than the small one they provided?

from what i read. they will not accept a DNA test results they didnt request for. because it has to be done through them.

Then can you inquire about having a DNA test done by them? Seems to be the most absolute resolve to this issue.

Get an infopass appointment and talk to someone about the DNA possibility, else your case will just sit there.

You have to notify them and get approval before you do the DNA test.

It is at the embassy level that they have to authorize the DNA. You are dealing with USCIS here so get it resolved before the deadline passes for your RFE. Get an infopass appointment ASAP!

Yes I agree. Thanks and i will look into that

OP(amaloveskofi), the Uscis number is there for such reasons. Call them instead of asking ghost( online) strangers. Each case is different and people carry different luck. Trust me I call them on every thing that doesn't sit well with my head and most of them, they're helpful in answering me. If they're not helpful in answering, that's when I believe we(ghost online strangers) come in.

I'm glad you are going to do that. Don't be scared to call them. That's their job. I called NVC 4 times this morning with one hour period and got all my answers.

Just sharing regarding late registration. My husbands late registration from his birth cert, but included or automatic from the form done with affidavit of two older persons. That is from my country Philippines

I dont think so but it is stated to be honored the late registration should be having affidavit of 2 older persons attached with their valid IDs
