Timeline

I am in the process of filing I-130 for my brother and I live in Texas. I have few questions on this:

1. Do I have to send petition to local office or Phoenix lockbox

2. Do I have to submit G-325 for me and my brother along with the petition.

3. My brother's and my last name is slightly different(last letter in my last name is 'i' and my brother's is 'y'). Is that a problem?

one of you will have to correct the last name, both of you have to send in copies of your birth certificates to show proof that you are siblings

everything must match

yes, as I stated the birth certificate has to be corrected to the correct last name so that all last names match

Aleful is incorrect.

USCIS does not require siblings to have the same last name. USCIS requires a common parent. The OP's birth certificate and his brother's birth certificate will show a common parent. The spelling of their last names is irrelevant.
