Can my wife travel to mexico and enter with EAD / ADVANCE PAROLE combo card and her Philippine passport ? we are still waiting for her green card in the mail and her US visa just expired ...we want to go 6 days for vacation ...

Yes ziggy.

She can travel and enter the Americas with the combo card. Thats why they get issues a lot sooner that the GC.

Ok , but im getting mix answers online .. ive been reading she needs to get a Mexican visa to enter mexico with her EAD card and passport .

Yes she has to get a Mexican Visa to enter Mexico. She can travel to any country provided she gets that country's visa first. The Combo card is for work and travel. More precisely, the card will let he come back into the United States. Having that card does not entitle her to get into other countries. Hope this helps.

AP is not a travel document, it is the permission to return and be allowed back in to the USA. Mexican requirements for tourists have nothing to do with AP. So if Mexico requires a visa then you need it

Yes she can use the AP to re-enter the US. If she had her GC she would not need a tourist visa to enter Mexico. Until she becomes a USC, she will always travel internationally on her PI passport and will need to follow the visa requirements for the country of intended travel for a PI citizen. Her GC does allow her to travel to several Western Hemisphere countries without the need for getting a tourist visa. Also, having a GC can make getting a tourist visa easier compared to other PI citizens.

The AP is to re-enter the US, and won't get her into Mexico if they require an entry/tourist visa. If Mexico requires PI citizens to have a visa to enter, then she needs one. Once she has the green card and is a US permanent resident, she can use it to enter Mexico without the need for a Mexican visa.

I think the OP is asking because AP is sorta/kinda like a US visa, and someone with a valid US visa can visit Mexico without a visa. However, AP is not a visa, even though it works the same way. Therefore, you will need to get a Mexican visa to visit Mexico; you should have no problem getting one.
