Need help with the rules of marriage within 90 days for K1 Visa

for the K1 visa, does the marriage have to just take place within 90 days of her arrival, or do I have to have the wedding certificate back from the State within the 90 days?

From the Form I-129F certification that the petitioner has to sign:

I certify that I am legally able to and intend to marry my alien fiancé(e) within 90 days of his or her arrival in the United States.

Completed DS-160 and paid visa fee: 02/20/2015

Interview: 03/13/2015 APPROVED :)--> Same day went into AP

09.08.2015- EAD received

12.19.2015 WE GOT THE GREEN CARD IN THE MAIL!!!!! No interview :)

11.02.2017- Received NOA dated 10.26.2017

Marriage ceremony within 90 days. Marriage certificate receipt can occur later. It will list the date of the marriage.
