can my husband petition for his sister?

I need some input. my husband is here in the states on a k1 visa. He has a 2yr green card for now. but I was wondering is there a way we can petition for his little sister who is a minor in the dominican republic? we would like her to study here and help her out.

He can when he is a US Citizen, but she certainly will not be a minor by the time she is able to immigrate.

You find a Private school that is authorised to accept international students and can issue an I 20.

He can't adopt his sister, Also he ca petition for his sister when he become a US citizen but that will take years about 10 to 12 years, since he just came to US , and he need three years to become a US citizen since he is married to a US citizen plus the 12 years waiting period for the visa to be available so total around 15 years from date he become a lawful permanent residence, another quick way for him to bring his sister, is to file for one of his parent after he become a US citizen and then his parent file for his sister, so three years to become a US citizen, plus about one year to bring a parent, and another two years for the parent to bring daughter total will be around 6 years which cut the process in half this is assuming that his sister did not turn 21 years before visa is available. Other option as suggested is to have student visa, which cost money. So you have to choose between spending money or time.
