Yes you need to submit the DS-260 before sending the documents you can fill the DS-260 by yourself. Below are the steps.

You really need to take charge and complete this process by yourself. A lawyer can help but the ultimate responsibility should lie on you

The DS-260 contains a lot of personal information about the beneficiary. Instead of putting all that info in an email and sending to your lawyer for him to fill out DS-260, just log in and do it yourself.

You can fill in the DS-260 when it opens up, whether you've already sent in your AOS/IV documents or not.

Hello car1112,  You can start entering (and saving) information for the DS 260 in CEAC.  There is a screen at the end that asks for you electronic sign-off/ submission. DO NOT do the final submission when you are done. Let your lawyer review your information first and let your lawyer make the final submission

This is because the system locks down (prevents further edits) once there is a formal submission of data.  You wouldn’t want to prevent your lawyer from checking your input and offering advice before the form is formally submitted to the NVC
