CR1 visa approved 2 weeks ago -- but in administrative processing for more than 1 week

My CR1 visa was approved at the interview at the Mumbai consulate on 9/29. The officer said I was approved, gave the information for paying the $165, and said the passport would be available for pickup within 3-5 business days.

Now it has been two full weeks with no notification. CEAC status shows "Administrative Processing" since last Wednesday, almost one week. I contacted the consulate about the delay, they said they would expedite and find out status and respond in 24-48 hours. That was last Thursday and they have not responded.

Has anyone been in this situation? I'm really concerned about when the passport will be returned as I planned to go to the US immediately.
