How long does it take to immigration fees to be accepted

Hi,

My mother got her IR5 based GC visa at Mumbai on 27th July. I paid her visa fees of $165 on August 24th. Still the ELIS shows as in-process. Is it normal for the fees payment to be in process for over 3 days

The following is what I see on ELIS site.

Timeline

Check your bank account and see if the fees have been withdrawn.

08/04/2016: Received DS-261/AOS Bill

08/06/2016: Completed DS-261/Paid AOS Bill

10/11/2016: Submitted AOS/IV documentation

10/11/2016: Paid IV fee bill

10/14/2016: Submitted DS-260

Timeline

Did you view the case life cycle?. I paid fee on 22nd august. Status is ' in process' but the life cycle has crossed the "accepted "step and now moved forward to "optimized" I guess the case status will remain "in process' till issuance of green card, after which it will be closed.

Yes. My case is stuck in Optimized as depicted above. I guess my mother has to arrive at POE to move the card to next step
