What's going on there? Freaking out... Please help!

My husband and I are in Republic of Georgia together. We filed our I-130 a month ago. Received an e-notification. No paper NOA-1 yet.

This is what we read on their wesbite today:

On August 12, 2015, the US Postal Service returned your I-130 to us, because it was undeliverable. We will hold your document for 180 days or until February 8, 2016. Please go to www.uscis.gov/e-request to request that we resend the document to you. If you do not submit an online request by February 8, 2016, we will destroy your document and you will need to file a new Form I-130, Immigrant Petition for Relative, Fiance(E), or Orphan, with fee. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.

I am totally confused... Undeliverable? What is that supposed to mean?

I belive, it has something to do with the fact, that the petition was initially sent to Chicago Lock box, and then sent over to California... So, did California return it to Chicago?

While I am freaking out, having to wait 3 more hours until I can call and talk, maybe, someone can clarify for me, what might be happening there?

Did you used a adress that's not valid ? Probably got you guys a new mail person? Which might be confused, when you're living in the same property

Sorry, you sound like you don't have the clue.

Where was the petition supposed to be mailed, in your opinion? Back to us? Why? It was accepted by USCIS, we received the case number by email.

I am totally confused as well. Returned where? To Chicago from California? Why then they are asking for us to request it to be resent? It is their job to send cases from one office to another... This all sounds like one big error... Counting minutes until 8 am...

Going to the link they provide is not helpful either: first, there is no I-130 in the drop-down menu for resending documents. Then, there is no option to provide a foreign address, the one, that we reside at and which is our mailing address... And again - why would they want to send the petition back to us, if the case was accepted?

Now I start thinking they did send our petition back But why? the case was accepted, the number was issued, we received an email, confirming it was sent over to California for ajudication...

Did California see something they didn't like, what Chicago missed? And then, it looks like, California send it to our foreign address, which turned to be undeliverable for some reason? Why we were not notified about sending the petition out? Only when it was returned to them by mail? And now it iis waiting for us to provide a "valid" address, and then they will resend it back to us?

Those are all speculations of course. But I have a fear the phone call will not clarify anything - those guys are notorious for being useless in such cases.

Sill one unanswered question - why there is no option for I-130 in the drop-down menu at "request to resend document" link?

Shivering... totally stressed out... didn't say anything to my husband yet, before I speak with USCIS over the phone and understand clearly what's going on... He doesn't need all that stress while being at work.

That is very odd. If you got the electronic NOA1, presumably they cashed your check, and so the petition was accepted. They might send you an RFE, but not send your I-130 back.

Do you have a copy of the I-130? Is it possible you forgot to sign it or something, and that is why they sent it back?

Did you give a US or Georgia address?

You are right. That does look odd.

We did give them our Georgian address, for it's our mailing and residence address.

As for missing something in the I-130 - yes, there might have been a small omission, which I have already asked about here: "When filling out I-130 for my husband, I missed question # 2 - Are you related by adoption? - and #3 - Did you get permanent residence through adoption?

My answer would be NO to both, but for some reason I overlooked those 2 questions, leavingt them blank. How could that have happened, if I checked and double checked the form?"

Do you think that may be the reason for returning our I-130, Penguin? But again, the case was accepted initially, and now the petition is returned...

Trying to call them and speak with the rep - the answer is: call us between 8 am and 6 pm... It's already 8 am on the East Coast. Which time zone is USCIS using? Why not mentioning that in the recorded message?

OK. After taking a deep breath....

The update on USCIS website actually said "On August 12, 2015, the Post Office returned your document to us." Not " PetitionI-130". When I called them before business hours, the case status message said "your I-130 petition was returned to us by mail" - this is just their formula, like the rep said later!!!! My goodness! I thought I was dying due to that "formula"!!!!

But when I called them on business hours and got to a smart representative after 2 idiots in a row, he told me, the petition was totally fine, the case was accepted and all. And what was returned to them by mail is that stupid NOA-1 US Postal Service failed to send it to the Republic of Georgia, to an absolutely valid address!!!! And simply returned it to USCIS!!!!

After returning mail, USCIS automatically assumed, the address is not valid and the petition should be put on hold until the address is verified.

That's what I did today over the phone. The rep #S51852 (may God bless him and his family!) changed my mailing address to my father-in-law's american address, and he will be receiving our mail from now on.

End of story! Now I can eat something... I was unable to, until 6 pm, due to the stress... But I only shared with my husband after I clarified everything and the news turned to be good. Like they say - the Lord made Eve out of Adam's rib, so she was protecting his heart
