I130 approved in January, just received email that it's under initial review again?

Hi all, I have a question.

I filed an I130 petition for my husband in October 2013. After 15 months, I received an approval notice in January 2015. I waited to hear from the NVC but nothing ever came. I called the NVC, they didn't have my file. I called USCIS, they said it was still there and for me to wait 90 days before filing a complaint. After 90 days, I filed a complaint with a tier 2 officer but nothing came of it until today. I just received an email from USCIS that my case is in initial review again. Is that possible??? What can I do about this?? Maybe it's actually going to the NVC? Probably not? I am so frustrated...
