It has been 8 months since I received my NOA1 and I have not heard anything. Is that normal?

Bad news: Yes, it's normal.

Good news: You've gone through a huge chunk of your wait time. Something is bound to happen soon.

I know you must be counting the days, looking at the calendar with that "any day now" view! But as the month is coming to a close, I know it must be such a pain on the heart!

Make sure your e-notifications are turned on on your USCIS account. Even if you sent in the e-notification form with your petition, you have to activate them after the NOA1 to get the text/email for the NOA2. I got my notifications in the evening time, so try not to think about it during the day every time you get a text. Focus on developing your proof of relationship now (you are almost there!). Get your phone calling card receipts, Skype logs, FB messages, Viber or whatever else you use ready. Since the petition doesn't stay at the NVC for too long, you want to make sure that you send off the second packet to him soon. My fiance and I had sent letters between each other, and while it's not too slow, I hope the one day service isn't too long. I know the first letter I sent him and the first letter he sent me seem to take a long time!
Also, don't forget an updated letter of intent for him to give at the interview. You've probably read all that you need to do after approval, but try not letting this delay destroy your mood too much. I know you've probably been through a long downer dip, but you may have faced another one this month waiting and expecting approval.

I received a message on my phone and a email a few days ago saying its approved!!! thank you for all the responses!

Congratulations again! I will need to call you soon.

I think TSC will send you an update when they transfer the petition to NVC. That should happen within two weeks or so.
