Our I-129F application was approved (NOA2) by the California Service Center on January 9th but have not received anything yet from the Nationa Visa Center. What is a "normal" time to expect NVC notification?

You should get it within 2-3 weeks. Some people take longer while some never get it. Seems very inconsistent. Since you received NOA2 3 weeks ago, you can call NVC immediately and ask for your case number on the phone and start the embassy and medical process, without having the letter. The NVC will give you the case number on the phone. It might be hard to get through to an NVC rep. but be persistent in calling NVC and you will be successful. I called a Friday evening and waited in phone que 75 minutes but eventually got through and received the case number.

It was about three weeks for us. Some people have reported much longer from CSC, however TSC is pretty consistent in this regard.

You can call NVC if you don't want to wait for the letter, but it can take patience and determination to get through!

I used to phone around 8am EST and never waited more than 25 minutes.

You probably won't receive anything from NVC. You're more likely to be contacted by the embassy. If you want to be proactive, follow everyone's advice so far: call NVC to get your case #. It should be there around now, although CSC is inconsistent. Sometimes it takes 10 days, sometimes over 100 (but don't worry, most are 30 days or less).

There have been a few people who have NOA2s of 14 January that have received their case numbers. Give them a call, they'll probably have it.

not sure about your country specifically but in the UK you can take either the letter from NVC or 'packet three' from the embassy with you to your medical.
