how do we about filing a tourist visa for wifes relative. wife recently received her greencard.

Your wife's relative will apply for a tourist visa on her own. You cannot do anything to help.

Here is information on whats is needed to apply for a tourist visa: http://mexico.usembassy.gov/visas/non-immigrant-visas/visa-categories/business--tourism-b1/b2.html

The applicant needs to demonstrate ties to their home country to compel the applicant to return after a temporary and lawful visit. Unfortunately your wife or anyone else can't do anything to help the process of a tourist visa to U.S. The applicant is all on their own.

That will not affect the decision process. The Visa is granted on the basis that the applicant has ties to return to their home country, not whether they have somewhere to stay or someone to see in the US.

Hi,

If for whatever reason they don't want to fill out the application on their own, the only real thing you can do to "help" is to fill out the online form for them.

However, remember that they are required to electronically sign their application even if you fill it out for them.

Good luck.

Unfortunately there isn't anything she or you can do from here to help them get a visa. The IO at the consulate will analyze each applicant on individual merit.
