Most places will charge a fee to get a new birthcert; after all, it costs them time and money (special paper, printer ink, stamp and envelope) to get it to you.

ACCESS TO THE WEBSITE WILL BE FREE,

BUT GETTING THE LEGAL DOCUMENT WILL NOT BE FREE.

Usually, the fee can be taken via a mastercard or visa credit or debit card issued by a USA bank.

any usa citizen around you, can help you navigate through the state website [where records can be ordered] ?

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.
