Mailing of I-130 packet

Hello all!

Just a few questions re I-130 mailing and assembling.

We are filing from abroad (my USC husband lives with me in my native country).

1. Do we send the package to the Chicago Lock box address which is a P.O. Box?

2. Can we send the packet CERTIFIED by regular mail? Do they accept the CERTIFIED mail to the P.O.Box address?

Please, help us to verify this. Thank you very much.

oops, maybe the mail should be called REGISTERED instead of CERTIFIED. Any thoughts?

I am confused, because as to my understanding if you send the packet from abroad as a REGISTERED mail, it should be delivered personally with the signature? In this case the Lockbox P.O. address does not apply as our packet will not be dropped off into a box? We are not using UPS or FedEx. How does it work?

Note there are two addresses for the Chicago lockbox. One for couriers who normally require a signature and one for USPS.

Either way it ends up at the same location

I sent it by regular standard post office, I even sent it to the wrong lock box address, they got it just fine.
