The online application will not accept outside UAE.

Hi, my husband also used to live in the UAE for two years.. He moved back to Pakistan now and during the NVC process I needed his uae certificate but when I checked online it said they do not give it to you if you are not a resident therefore this requirement can be waived. Hope this helps!! Also you can print out a copy of that sheet of what it says on their website and attach it to your package as proof so the CO can see it as well.

I noticed that too. You can apply only with a valid Residence visa. There is no option for expired ones, and those from outside the UAE.

I hope others with the same requirement can share their experience.

Police certificates may be obtained by any person, regardless of nationality, by personally appearing at the Central Police Headquarters located in the emirate of residence or former residence. When appearing to request a police certificate, the applicant should provide recent photographs, a letter from the requesting authority, the date of residence in the emirate, and their passport.

Not available by mail. Post recommends that consular officers waive the general requirement to obtain police certificates unless the applicant lives in the UAE.

If you still have a friend living in the UAE, then you can obtain one by sending him/her the required documents.

You'd need to check with the UAE embassy in Ottawa about how to go about it.

I just signed up when I saw your question (my Fiancee has an account on here, I'm a beneficiary).

I lived in Dubai for 3 years, and left a couple of years ago (residence visa only cancelled at start of 2014).

You CAN get a police certificate if you are no longer resident, but as with everything in the UAE, its complicated and the various government officials you'll have to deal with won't know how to do their jobs and will tell you a load of nonsense. Here is how I did it (I'm British, but assume it works similarly for others)

1) I arranged an appointment with Scotland Yard in London to have my finger prints done. I attended with my passport to prove it was me. Finger prints taken on a British police finger print card. Cost around USD120.

2) having obtained the finger prints I mailed these to the Foreign and Commonwealth Office in the UK (Milton Keynes), they check that the finger print taker at Scotland Yard is in their records, and then stamp to verify this and return the finger prints. Fees around USD50

3) I then take the stamped card to the UAE embassy in London, they stamp that the FCO stamp is genuine. Further fees, around USD40 I think.

4) According to one of the UAE govt websites you can mail them to Dubai Police at that point. I knew that wouldn't work (would just get binned) so I couriered to a friend still in the UAE. Fortunately he's Jordanian so speaks much better Arabic than me, which I hoped would help.

5) My friend received them. Initially took them to the Dubai Police... they said he needed a letter from me saying he was authorized to obtain the Police Cert. This appeared to be a rule the official made up on the spot as they like to do in Dubai, as I'd seen nothing in advance about this requirement. I printed one, signed it, scanned and emailed to my friend to print it. They accepted the print out (my sig was in blue so hopefully looked original doc not a scan).

6) Police said he had to take it to ministry of Foreign Affairs for a stamp to verify the London UAE embassy stamp. I had seen some mention of this online.

7) At the Ministry of Foreign Affairs they said it needed stamping by the British Embassy in UAE. This is complete nonsense - I knew the British Embassy won't stamp anything - its the whole reason I got all the stamps done in the UAE from FCO and UAE Embassy.

8) Told my friend that the guy at the ministry was just plain wrong and to take it back and try to get someone else to look at it. Success! Few more dollars in fees (I kind of lost count)

9) My friend took to Dubai Police and they accepted it. He collected 3 or 4 days later. PHEW!!! Another fee, again can't remember how much.

So I now have a Dubai Police Certificate. It has a 3 month expiry date on it, but on the US immigration website it explicitly says that so long as the cert is issued after my residency ended then its valid pretty much forever.

Like all dealing with bureaucracy in the UAE it is not easy, you have to get a whole serious of stamps on it, its frustrating, and you're dealing with people who just want to say "no", and have no desire to help you at all. No one seems to know what the rules are, so they'll make some up that mean they can send you away and they can get back to texting their friends.

It is possible that you may not require one - certainly this was the hardest document to obtain for me (UK police cert was easy, just fill in a form, send that and the fee and wait 10 days).

It is possible that you may not require one - certainly this was the hardest document to obtain for me (UK police cert was easy, just fill in a form, send that and the fee and wait 10 days

I forgot to mention that when I took the stamped finger print card to the UAE embassy in London they said that if I lived in any Emirate other than Dubai they could have submitted it for me but Dubai runs a different system that means you have to send to Dubai Police (though the certificate covers entire UAE).

So if you weren't in Dubai you might find that the UAE embassy in your own country can obtain it for you once you've got your finger prints taken by a reputable law enforcement body in your home country and had these verified as required by the UAE embassy (in the UK this means a stamp from the Foreign and Commonwealth Office). I imagine this would make things much easier! I actually lived on 2 different visas, one in Dubai but later another issued by Fujairah (though I lived in Dubai throughout). I did think about submitting claiming I'd lived in Fujairah, and maybe would have tried that if the method I finally used had failed.
