Timeline

It's been 5 months since my cousin applied for his parents and we have not received anything yet. The only thing we received was the receipt showing the case number.

When is it appropriate to call USCIS? the timeline shows as follows:

I-130 Petition for Alien Relative U.S. citizen filing for a spouse, parent, or child under 21 5 Months

you where sent noa-1 notice of receipt then you just need to wait or call customer service number-1-800-375-5283 not really clear what you mean filing for who, spouse or parent or son or daughter over 21 explain better.

you may call NVC or file electronic request, a facility available on USCIS case status website. though the processing times of such petitions are 5 months yet it takes longer most of the times. in our case it took 6 months for mother and 10 months for father to get approval. But since this case is beyond normal processing times ie 5 months you should call NVC. there are other options as well like immigration ombudsman or congressman/senator but first you need to make e request and then telephone call.

I agree jan22. you need to call USCIS or make an e request. I wrote NVC by mistake. actually I meant USCIS. you can only contact NVC when the case reaches there after approval of I-130.
